Description:
This circular instructs the commanders of all merchant vessels under British colours trading to the port of Bushere to furnish MacLeod with a detailed manifest of import cargo and a list of passengers and crew upon their arrival, as well as to forward all dispatches for Bushere. In addition, they are instructed to give details of their intended departure and all passengers. They must also apply to MacLeod for a pilot and provide him with a manifest of export cargo prior to departure.1 folio
